Full Wage Range: $3,702.60 – $4,668.44 monthly salary

Hiring Range: $3,702.60 - $3,917.38 per month

Benefits include: Eligibility for medical, dental & vision insurance, HRA VEBA and/or HSA, WA State retirement plan options, life insurance, long-term disability, 37.5-hour work week, paid holidays, paid vacation, and paid sick leave, time-based step increases. Paid twice per month on the 10th and the 25th of each month. 

JOB SUMMARYThis position requires a substantial level of coordination with Solid Waste employees, the public, commercial haulers and other County Employees.  Coordinates with employees to operate recycling, household hazardous waste activities, and refuse collection at County Solid Waste Transfer Stations. The position supports the “adopt a county road” program, picks up litter on county lands and public right of ways. This position is responsible for emergency response and support.  This position is non-exempt, and subject to a collective bargaining unit. 


  1.  High School Diploma or equivalent.

  2. Class “A” CDL driver’s license required.  Applicant with Class “B” CDL may be hired with the understanding that they have a year from date of hire to obtain Class “A” CDL.

  3. Excellent customer service and communication skills, both oral and written.

  4. Must be able to work in the elements, be in good physical condition with the ability to lift heavy objects and perform manual labor.

  5. Mechanical aptitude for work on equipment, perform maintenance at County Transfer Stations and the ability to use various power and mechanical tools.

  6. Familiarity with MSDS sheets and their contents a plus.      

  7. Accurate record keeping and basic bookkeeping skills and demonstrated computer experience. 

  8. Oral and written communication sufficient to exchange or convey information and to receive work direction.  Ability to organize and plan daily work.

  9. Ability to work alone with little to no supervision in a safe manner and contribute to a safe, clean work environment.  Ability to work flexible schedules when necessary. 

  10. Must be able to operate a horizontal cardboard baler or ability to learn to operate it in 6 months of hire date.

  11. Must have the refrigerant recovery certification or must obtain the certificate within 6 months of hire.

  12. Must have a 24-hour HAZWOPER certification and/or the yearly 8-hour refresher class certificate or must obtain the certificate within 6 months of hire date.

  13. Ability to operate various types of machinery with attachments (i.e. plow, grapple, and forklift) required.

  14. Must successfully pass a background check and driving record check.


  1. Perform routine maintenance duties such as sweeping debris and shoveling snow from scales and surrounding area, applying salt or oil absorbent material to scale area, picking up litter around the sites. 

  2. Safely operate a variety of other equipment including but not limited to: front-end loaders, forklifts, roll-off truck with 40 yard container, backhoe, skid steer, and cardboard baler.  Perform vehicle inspection, operational checks and maintenance activities.

  3. Perform the day-to-day operations of the Transfer Station including coordinating the flow of waste materials into, though and out of the facility in a timely and efficient manner and other duties as assigned by the Solid Waste Coordinator or Management.

  4. Provide recycling and household hazardous waste disposal information, solutions and assistance to the public and small businesses at the County Transfer Stations.

  5. Pick up, process and bulk pack household hazardous waste from the three County Transfer Stations for shipment to proper disposal sites.

  6. Perform periodic well water sampling at the closed South and North County landfill sites (as long as it is required by the Department of Ecology).

  7. Push refuse from tipping floor into collection trailer in pit and pack refuse trailers to ensure meeting proper load weight restrictions.

  8. Haul refuse and recyclables from transfer stations sites to be collected at central locations with a roll off truck: requires CDL.

  9. Properly extract refrigerant from refrigerant based appliances accepted at the three County Transfer Stations.  

  10. Perform household hazardous waste bulk storage, packing and transport.

  11. Respond to public inquiries in a courteous and professional manner: provide information within scope of knowledge and authority or refer to a supervisor.

  12. Demonstrate a capacity for effective time management skills and processes.

WORKING CONDITIONS: Much of the work is performed outdoors with periods of standing, sitting and kneeling with little or no supervision.  Exposure to noise, fumes, chemicals and/or extreme weather conditions can be expected.  Hand-eye coordination and fine manipulation skills are necessary to operate computers and other office equipment.  This position also requires good listening and great communication skills.  There is some heavy lifting of 100 pounds or more, climbing of ladders and/or elevated platform work and manual labor.  Regular and punctual attendance is required.  This position requires a self-starter. Because of the nature of this position, duties must be performed during regular hours within the department and/or County Transfer Stations (no telecommuting).
