Open Position: Finance & Office Assistant
Full Wage Range: $20.44 - $25.77 per hour
Hiring Range: $20.44 to $22.89 per hour DOQ (24-32 hours per week)

Paid twice per month on the 10th and the 25th of each month.
JOB SUMMARY: This position will primarily be focused on financial management, in include preparing vouchers for payment and invoices for billing; tracking project expenditures and revenue collection; preparing reports to communicate the financial balance of projects and overall Weed Board budget; collecting and inputting programmatic data and pulling reports to track project progress, and collecting and submitting staff payroll & travel vouchers among other financial tasks. Other duties will include assisting wit organizing Weed Board meetings, answering phones, assisting with educational events and other general office tasks.

ESSENTIAL JOB FUNCTIONS:
- Responsible for accounting, payroll, audits, draft budgets, and tracking and managing grant and program revenue and expenditures, timelines and in-kind.
- Work with the public, answer questions concerning weed control methods and legal requirements, using only approved written materials for herbicide recommendations.
- Maintain and recommend updates to Weed Board procedures and policies.
- Maintain data entry into the Weed Base database; prepare inspection notices and assist in and ensure accurate completion and tracking of all control projects; and, maintaining legal documentation.
- Adhere to and ensure the rules and regulations of RCW 17.10 and the Pend Oreille County Noxious Weed Control Board Policy are followed when contacting landowners, inspecting properties, and carrying-out all other steps of an enforcement.
- Assist with implementing special projects such as the Annual Report and educational programs.
- Perform basic office functions including but not limited to: answering phones, inventory and supply ordering, auditing timesheets, composing letters and other correspondence, filing, copying and scanning documents, assist with organizing Board meetings and more.
- Perform other duties as assigned by the Coordinator.
- Adhere to all County Policy and Procedures regarding this position.
MINIMUM QUALIFICATIONS:
- AA degree and two years of experience, or five years of work experience in accounting or related field with preference given for grant management. Preference given for additional college or vocational training in weed or plant sciences, agriculture, ecology, or entomology.
- Proven ability to read, write and speak the English language.
- Ability to work independently, exercising judgment and initiative with guidance only, without direct supervision.
- Advanced computer skills required, including but not limited to all Microsoft Office programs, accounting and budgeting, and GIS experience preferred.
- While not required, preference is given for holding a current Washington State Department of Agriculture Public Pesticide Operator’s license with agriculture, ornamental, aquatic and right-of-way endorsements.
- Must successfully pass a background check, and a driving record check.
WORKING CONDITIONS:
Work is generally performed in an office setting with periods of standing, sitting and kneeling. Ability to lift and carry materials and equipment weighing up to fifty (50) pounds is required. Some field work may be assigned, requiring ability to navigate uneven terrain while carrying equipment.
